Canada Express Entry (EE) Program

Canada's Express Entry system (EE) is an immigration selection system introduced in 2015. It combines three federal immigration programs:

  • Federal Skilled Worker (FSW)

  • Canadian Experience Class (CEC)

  • Federal Skilled Trades (FST)

Candidates create an EE profile and are ranked based on the Comprehensive Ranking System (CRS). Only those who meet or exceed the cutoff score receive an Invitation to Apply (ITA) for permanent residency.

Advantages of EE include a fast processing time — applicants typically receive permanent residency within 6 months after receiving an ITA.

Since 2019, the typical CRS cutoff score has hovered around 470. During the COVID-19 pandemic, CEC draws dropped as low as 431 points in 2020.

CRS (Comprehensive Ranking System) – Total Score: 1,200 Points

  • Core points (up to 600): Based on factors such as age, education, language proficiency, Canadian and foreign work experience, siblings in Canada, French ability, Canadian study experience, and job offers.

  • Additional points (up to 600): Given for factors like having a sibling in Canada, French language skills, provincial nomination (adds 600 points and cannot be combined with other add-ons), Canadian post-secondary education, or a job offer supported by LMIA.

Basic Eligibility for the Three EE Programs:

Federal Skilled Worker (FSW)

  • Intended for provinces outside of Quebec;

  • Must have at least 1 year of continuous full-time (or equivalent part-time) skilled work experience (NOC 0/A/B) within the last 10 years;

  • Minimum language level: CLB 7 (IELTS score of 6.0 in each band);

  • Must score 67 points or higher on the FSW selection grid.

Canadian Experience Class (CEC)

  • Intended for provinces outside of Quebec;

  • Must have at least 1 year of Canadian full-time (or equivalent part-time) skilled work experience (NOC 0/A/B) in the past 3 years;

  • Language requirements:

  • NOC 0/A: CLB 7 (IELTS 6.0 in each section);

  • NOC B: CLB 5 (IELTS Listening/Speaking/Writing ≥ 5, Reading ≥ 4).

Federal Skilled Trades (FST)

  • Intended for provinces outside of Quebec;

  • Must have at least 2 years of full-time (or equivalent part-time) experience in a skilled trade within the past 5 years;

  • Language requirements:

  • CLB 5 for speaking and listening,

  • CLB 4 for reading and writing;

  • Must have either a valid job offer supported by LMIA or a certificate of qualification issued by a Canadian province or territory.

Quebec's Program for Exceptional Talent (CALQ)

Support for Artists, Writers, and Cultural Workers with International Impact

The Exceptional Talents Program is a prestigious Québec government initiative managed by the Conseil des arts et des lettres du Québec (CALQ). It offers financial and institutional support to artists, writers, and cultural professionals who have achieved outstanding recognition on the international stage.

Key Highlights:

Target Audience:

  • Professional artists, writers, and cultural workers from any discipline (visual arts, performing arts, literature, digital arts, etc.).

Objective:

  • To attract and support world-class talents who contribute significantly to Québec’s cultural influence and international reputation.

Support Provided:

  • Letters of support or recommendation for immigration or residency purposes (e.g., Québec permanent residence applications).

  • Networking opportunities and integration into Québec’s cultural ecosystem.

  • In certain cases, funding or project support may be considered.

Eligibility Criteria:

  • Recognized body of work and international achievements.

  • Clear intention to continue your professional practice in Québec.

  • Strong potential to contribute to Québec’s cultural scene.

Application Process:

There is no fixed deadline — applications are reviewed on a rolling basis. Candidates must submit a portfolio, proof of international recognition, and a statement of interest explaining their intention to settle and work in Québec.

CALQ

Canada Family Sponsorship Program

Reunite with Your Loved Ones in Canada

The Family Sponsorship Program allows Canadian citizens and permanent residents to sponsor close family members to become permanent residents of Canada. This program is designed to reunite families and help newcomers settle with the support of their relatives.

Who Can Be Sponsored:

You can sponsor the following family members:

  • Spouse or common-law partner

  • Dependent children

  • Parents and grandparents (through the PGP lottery system or Super Visa)

  • In some exceptional cases: orphaned siblings, nieces/nephews, or grandchildren under 18

Key Features:

  • Permanent residence for sponsored family members

  • No language or points-based selection required for the applicant

  • Spousal sponsorships typically processed within 12 months

  • Option to apply from inside or outside Canada

Who Can Sponsor:

To be eligible to sponsor, you must:

  • Be a Canadian citizen or permanent resident

  • Be at least 18 years old

  • Be living in Canada (or planning to return once your sponsored relative arrives)

  • Be able to financially support your sponsored family member and ensure they won’t need social assistance

Application Process:

  • Confirm eligibility to sponsor

  • Submit sponsorship and permanent residence applications together

  • Wait for IRCC review and approval

  • Upon approval, your family member becomes a Canadian permanent resident

FamilySponsor

Canada Self-Employed Persons Program

Immigrate to Canada as a Culturally or Athletically Self-Employed Professional

The Self-Employed Persons Program allows qualified individuals with relevant experience in cultural activities or athletics to immigrate to Canada as permanent residents, provided they intend and are able to make a significant contribution to Canada’s cultural or athletic life.

Who Is Eligible:

To qualify, applicants must

  • Have at least 2 years of self-employment experience or participation at a world-class level in cultural activities or athletics, within the last 5 years.

  • Demonstrate the intention and ability to continue their self-employed work in Canada.

  • Meet the program’s selection criteria (based on experience, education, age, language ability, adaptability).

  • Undergo medical, criminal, and security checks.

Eligible Fields Include (but are not limited to)

  • Cultural: musicians, dancers, filmmakers, writers, visual artists, journalists, curators

  • Athletic: professional athletes, coaches, referees, trainers

Key Features:

  • Direct pathway to Canadian permanent residence

  • No job offer required

  • No need to invest a fixed amount of capital (unlike entrepreneur programs)

  • Flexible for artists, freelancers, and independent performers

Application Process:

  • Confirm eligibility and prepare required documents (proof of experience, portfolio, intent letter, etc.)

  • Submit your application to IRCC

  • Pass medical and security screenings

  • Upon approval, receive permanent resident status

Self-Employed

Québec Investor Immigration Program

Secure Permanent Residency Through Business Investment in Québec

The Québec Investor Program is a government-run immigration stream for experienced businesspeople who wish to settle in Québec and contribute to the province’s economy through a passive investment. It offers a direct path to permanent residence for qualified investors and their families.

⚠️Note: The program is currently suspended until January 1, 2026, but candidates are encouraged to prepare early due to strict quotas and competitive demand once it reopens.

Who Can Apply:

To qualify, applicants must meet the following criteria:

  • Net assets of at least CAD $2,000,000, legally acquired

  • 2 years of management experience in the last 5 years (e.g., managing a business, organization, or department)

  • Make a 5-year term investment of CAD $1,000,000 through a government-approved financial intermediary

  • French language proficiency at level 7 (intermediate) on the Québec scale

  • Intend to settle in Québec permanently

Key Features:

  • Passive investment — no active business management required

  • Include spouse and dependent children in the same application

  • Obtain permanent residence in Canada upon approval

  • Access to public healthcare, education, and social services in Québec

Application Process:

  • Gather documentation: proof of assets, management experience, language results, etc.

  • Submit application to Québec immigration authorities (MIFI)

  • Upon selection, finalize investment and undergo federal medical/security checks

  • Receive Canadian permanent resident status

Canada Start-up Visa Program (SUV)

Immigrate to Canada as an Innovative Entrepreneur

Canada’s Start-up Visa Program offers permanent residency to immigrant entrepreneurs who have the skills and potential to build innovative businesses in Canada that are globally competitive and can create jobs for Canadians.

Who Can Apply:

To be eligible, applicants must:

  • Have a qualifying business with innovative potential

  • Obtain a letter of support from a designated Canadian organization:

  • Venture capital fund (min. $200,000 investment)

  • Angel investor group (min. $75,000 investment)

  • Or a business incubator (no financial requirement, but must be accepted)

  • Meet language requirements (CLB 5 in English or French)

  • Bring sufficient settlement funds (based on family size)

Key Features:

  • Direct pathway to Canadian permanent residency

  • No minimum personal net worth required

  • Up to 5 co-founders can apply together, if all meet ownership and support criteria

  • Flexibility to build your business in any province or territory, except Québec (Québec has its own entrepreneur streams)

Application Process:

  • Develop a business idea and pitch to a designated organization

  • Secure a Letter of Support

  • Submit your application for permanent residence

  • Optional: Apply for a work permit to begin building your business while PR is being processed

Quebec Skilled Worker Program (QSWP)

Permanent Immigration Pathway for Skilled Professionals in Québec

The Québec Skilled Worker Program (QSWP) is a points-based immigration program for foreign skilled workers who wish to settle permanently in the province of Québec. Managed by Québec’s Ministry of Immigration (MIFI), the program targets individuals with the education, work experience, and language skills to integrate into Québec’s workforce and society.

Who Can Apply:

To be eligible, applicants must:

  • Be 18 years or older

  • Have training or education in a field with strong employment prospects in Québec

  • Have skilled work experience (NOC TEER 0, 1, 2, or 3)

  • Demonstrate language proficiency in French (and optionally English)

  • Intend to live and work in Québec

Key Features:

  • No job offer required (but it improves your score)

  • Apply through Arrima, an online Expression of Interest portal

  • Receive a Quebec Selection Certificate (CSQ) if invited and approved

  • Then apply for permanent residence with the federal government

Selection Factors:

Candidates are assessed using a points system based on:

  • Education and training

  • Work experience

  • Age

  • Language skills (French is strongly weighted)

  • Validated job offer (if any)

  • Spouse’s profile (if applicable)

  • Presence of children and adaptability

Application Process:

  • Create an Expression of Interest (EOI) profile on the Arrima portal

  • If selected by MIFI, receive an invitation to apply

  • Submit a complete application and receive a CSQ

  • Apply to IRCC for permanent residence

Quebec Experience Program (PEQ)

Fast‐Track Permanent Residency for Québec-educated Graduates or Temporary Foreign Workers

Québec’s Programme de l’expérience québécoise (PEQ) is designed for two key profiles:

  1. International graduates with eligible Québec diplomas

  2. Temporary foreign workers with qualified work experience in Québec

The PEQ provides a more streamlined route to permanent residency (via the Québec Selection Certificate, CSQ) compared with other skilled-worker streams. However, both the Graduate and Worker streams are currently suspended temporarily until November 30, 2025. Invitations to apply under the Skilled Worker Selection Program are expected to resume starting July 2025

Who Can Apply: Applicants must fall into one of the two PEQ streams

Québec Graduate Stream

  • You must hold an eligible post-secondary diploma earned in Québec.

  • You must intend to settle in Québec as a salaried employee (not self-employed)

Temporary Foreign Worker Stream

  • You need 24 months of full‑time skilled work experience (NOC TEER categories 0, 1, or 2) within the 48 months preceding application, and must be in a qualified job at time of application

  • You must intend to stay in Québec as an employee not under your own control or company

Language Requirement

  • Proficiency in French is mandatory—typically at an intermediate-to-advanced level (FL6+). Proof may require standardized testing. Recent reforms have tightened rules around acceptable proof of French proficiency

Key Features

  • When available, PEQ offers highly expedited processing: many applicants receive a CSQ within 6 to 12 months

  • No minimum net worth or sponsor needed.

  • Covers the principal applicant and dependent family members, including spouse and children.

Current Restrictions and Updates

  • The Graduate Stream was suspended as of October 31, 2024. The Worker Stream has also been suspended since June 5, 2025. Both remain suspended until November 30, 2025. 

  • All previously submitted PEQ Graduate applications are still being processed.

  • Invitations through Arrima for Skilled Worker streams (e.g. PSTQ/SWSP) will gradually restart in July 2025

Application Process (when active)

  • Choose the right stream: Graduate or Worker.

  • Ensure you fully meet criteria: diploma status, French language, eligible occupation, work duration, Québec settlement intent.

  • Submit application via Arrima portal (temporary worker stream also uses Arrima) 

  • If approved, you receive a CSQ, then apply to IRCC for Canadian permanent residency.

Tips for Potential Applicants

  • Because both streams are currently suspended until late 2025, consider alternative programs such as the Skilled Worker Selection Program (PSTQ/SWSP) via Arrima or even federal Express Entry—especially for strong French‑speaking profiles. 

  • Avoid misconceptions: the Graduate Stream is now strictly limited to graduates from francophone institutions, even for common‐law English university grads like McGill or Concordia alumni. 

  • Processing times may be delayed—typical applicant stories report 5–6 month wait times, sometimes longer. Delays are common due to volume and changing policies.
